If Jammer A knocks opposing Jammer B out of bounds and begins skating clockwise around the track, where may Jammer B re-enter with relation to Jammer A, and is there a physical component to that position?

During a No Pack, the foremost Blocker continues to hold the opposing Jammer back while her teammates are satisfying the requirement to attempt to reform. The Blocker doesn't force a loss of position, but she does impede the Jammer's progress and stops her from being able to gain position. Does she receive a penalty?
